Can a foreigner get a PESEL without address registration?

The short answer

Yes, a route can exist without address registration—but needing a PESEL for convenience is not automatically enough. The written application must state the actual legal provision that creates the obligation to hold a PESEL.

If an authority such as ZUS or the tax office requires the number, ask it to identify the relevant provision. Do not invent or copy a legal basis from another person's application.

Address registration remains the normal connected route

A foreign national living in Poland can receive a PESEL through qualifying address registration. The municipality assesses the stay, identity and accommodation evidence for that procedure.

Address registration, PESEL and immigration permission are different. Registering an address or receiving a PESEL does not by itself prove a right to enter, remain or work in Poland.

Use the office specified by the current official route

The competent office can depend on whether the person has an address registration and where an employer is established. In other cases, the official route can direct the application to the Śródmieście district office in Warsaw.

Protect the number once it is issued

PESEL is a persistent personal identifier. Share it only when there is a legitimate need, avoid publishing it and keep correspondence containing the number securely.
