PESEL and address registration are not the same process
A PESEL may be assigned when a foreign national registers an address for a sufficiently long stay. Where that route does not apply, an application may be possible when a specific legal provision requires a PESEL.
The municipality assesses the route and evidence. Use the office responsible for your address or the application route described on Gov.pl.

It can in qualifying circumstances, but the municipality should confirm whether the registration route and stay period meet the current requirements.
